Asian Single Distances Speed Skating Competitions 2014

Which will be held at the Tomakomai Highland Sports Center, Tomakomai,
Hokkaido, Japan
on January 11 & 12, 2014

---GENERAL REGULATIONS---
  The Asian Single Distances Speed Skating Competitions 2014 will be held under the
2012 International Skating Union (ISU) General Regulations and Special
Regulations/Technical Rules for Speed Skating.
Participation in this Competition is open to skaters who belong to an Asian Skating Union
(ASU) Member.

Note: This Asian Single Distances Speed Skating Competition 2014 (SD) will be held in
conjunction with the Asian regional qualifying competition for the Essent ISU World
Allround Speed Skating Championships 2014 (RQ) and a regional competition in ISU
Junior World Cup 2013/3014 (JWC). The time schedules for these three competitions will
be coordinated accordingly, as indicated above.

---TRACK---
 

A standard speed skating track of 400 meters to the lap laid out at the Tomakomai
Highland Sports Center, an artificially frozen outdoor skating rink in Tomakomai City. The
radii of the inner and outer competition lanes are 26 and 30 meters, respectively. The
width of the inside training lane is 4 meters.


---ENTRIES---
 

Each ASU Member may enter 4 competitors in each distance. Skaters entered for the Asian
Regional Qualifying Competition (RQ), may be entered for the three long distances
(excepted for 500m Ladies and Men). Their results from the Asian Regional Qualifying
Competition (RQ) will then count in the Asian Single Distances Speed Skating
Competition in for these distances concerned.

The Preliminary entry with the number of Competitors & substitutes and the number of
coaches and other team staff, as well as provisional names of the Competitors and team
eader must be communicated to the Organizing Committee at the latest by December
24, 2013.

Final entries including the names of the Competitors and available substitutes, as well as
the names of the team leader, coaches and other team staff for whom an accreditation is
required must reach the Organizing Committee by letter, fax or electronic mail at the
latest by 12:00 noon (local time) on January 8, 2014.


---CITIZENSHIP / RESIDENCE REQUIREMENTS AND CLEARANCE PROCEDURE---
 

In accordance with Rule 109 of the ISU Regulations and ISU Communication No. 1420,
all skaters who do not have the nationality of the Member by which they have been
entered or who, although having such nationality, have in the past represented another
Member, must produce an ISU Clearance Certificate.


---GROUPING AND DRAWING PROCEDURES---
  The grouping of skaters, the drawing and arrangement of pairs shall be made according
to Rule 239 and Rule 240, paragraph 6.

---AWARDS---
 

The results of the Asian Single Distances Speed Skating Competition (SD) will be
counted in from the Asian Regional Qualifying Competition (RQ) for the three long
distances concerned (excepted for 500m Ladies and Men).
The winners in each distance will be awarded gold medal, the skaters ranked second
and third will be awarded silver and bronze medals, respectively.


---LIABILITY---
 

In accordance with Rule 119 of the ISU General Regulations, the ISU, Japan Skating
Federation and the Organizing Committee assume no responsibility for or liability with
respect to bodily or personal injury or property damage incurred in connection with this
regional qualifying competition. Each Member is solely responsible for providing
insurance coverage thereto.


---TRAINING TIMES---
 

The speed skating track will be open for training for entered competitors from Thursday,
anuary 9, 2014. Trial starts will be organized on Friday, January 10, 2014. Only
accredited Competitors, substitutes and team officials will be allowed to enter the ice rink
during the official training hours.


---BOARD AND LODGING---
 

According to previous practice and based on the tradition that the responsibility for
hosting this qualifying event is rotating among Asian Speed Skating Members, every
participating Member will cover themselves all their expenses for board and lodging for
the members of their teams. The cost of the official hotel is as follows:

Single bed room (per person per night): 8,500JPY (with breakfast, including tax)
Twin bed room (per person per night): 7,500JPY (with breakfast, including tax)

*Payment: Cash; in JP¥, or Credit card; VISA, Master, Diners Club, American Express
Note: Hotel requirements must be communicated to the Organizing Committee as soon
as possible, but not later than Wednesday, December 4, 2013.

  The Organizing Committee will arrange hotel reservation for all Competitors and team

---TRANSPORTATION---
  The Organizing Committee will arrange transportation between New Chitose (Sapporo)
International Airport and the official hotel on Wednesday, January 8, and transportation to
the airport on Monday, January 13, 2014.
The Organizing Committee will also provide transportation between the official hotel and
the ice rink from Thursday, January 9, 2014.
The Organizing Committee must be informed about the date and time of arrival and
departure (incl. flight details) of the Competitors and team officials as soon as possible,
but at the latest by Wednesday, December 4, 2013.

---VISA REQUIREMENTS---
  A visitor visa may be required for participants and team officials. Please contact the
Organizing Committee, via the contact information below if you need an invitation letter
for the visa. For the invitation letter please submit the following information:

*Country/Federation, Dates, Names, Birthdates and Passport Numbers

Please submit all these information to the Organizing Committee as soon as possible, in
order to have the necessary visas completed in due time.
