| This competition will be held also in conjunction with the Asian Regional Qualifying Event for the World Allround Speed Skating Championships 2009. The time schedules for these two competitions will be coordinated accordingly. |
| ---Track--- |
| |
Tomakomai Highland Sports Center in Tomakomai-City is an artificially frozen outdoor ice rink with a standard speed skating track of 400 meters to the lap, the radii of inner and outer competition lanes are 26 and 30 meters, respectively. The width of each competition lane is 4 meters, with 4 meters-wide warming-up lane inside the competition lanes. |
| ---Entries--- |
| |
Each ASU Member may enter 4 competitors in each distance. Skaters entered for the Asian Regional Qualifying Event for the World Allround Speed Skating Championships 2009, may be entered for the three long distances (excepted for 500m Ladies and Men). Their results from the Regional Qualifying Event will then count in the Asian Single Distances Speed Skating Competition in for these distances concerned.
Preliminary entries, giving the number of competitors, substitutes and team officials (with provisional names) must be communicated to the Organizing Committee as soon as possible, but at the latest by Tuesday, December 16, 2008.
Final entries, with the names of the competitors and substitutes as well as names of team officials, must be communicated to the Organizing Committee as soon as possible, but at the latest by The date, airline, flight number, expected time of arrival and the date and time of departure should be communicated to the Organizing Committee as soon as possible, but no later than Thursday, January 1, 2009. Please include the amount of special equipment (e.g. bicycles, massage tables, etc.) that needs to be transported.

| ---Citizenship/Residence Requirements and Clearance Procedure--- |
| |
In accordance with Rule 109 of the ISU Regulations and ISU Communication No.1420, all skaters who do not have the nationality of the Member by which they have been entered or who, although having such nationality, have in the past represented another Member, must produce an ISU Clearance Certificate. |
| ---Grouping and Drawing Procedures--- |
| |
The grouping of skaters, the drawing and arrangement of pairs shall be made according to Rule 239, Rule 240, paragraph 6 and Rule 245. |
| ---Awards--- |
| |
The winners in each distance will be awarded gold medal, the skaters ranked second and third will be awarded silver and bronze medals, respectively.

| ---Training Times--- |
| |
The speed skating track will be available for training as follows:

9:00 - 12:00 and 14:00 - 17:00. |

Trial starts will be organized on Saturday, January 3, 2009. |
| ---Liability--- |
| |
In accordance with Rule 119 of the ISU General Regulations, the ISU, Japan Skating Federation and the Organizing Committee assume no responsibility for or liability with respect to bodily or personal injury or property damage incurred in connection with this regional qualifying competition. Each Member is solely responsible for providing insurance coverage thereto. |
| ---Board and Lodging--- |
| |
According to previous practice and based on the tradition that the responsibility for hosting this qualifying event is rotating among Asian Speed Skating Members, every participating Member will cover themselves all their expenses for board and lodging for the members of their teams. The cost of the official hotel is as follows: |

The Organizing Committee will provide transportation between New Chitose (Sapporo) International Airport and the official hotel. Transportation between the official hotel and Ice Rink will start from Friday, January 2, 2009 to the end of the competition.
