Asian Regional Qualifying Competition for the
Essent ISU World Allround Speed Skating Championships 2014

Which will be held at the Tomakomai Highland Sports Center, Tomakomai, Hokkaido, Japan
on January 11 & 12, 2014

---GENERAL REGULATIONS---
  The Asian Regional Qualifying Competition for the Essent ISU World Allround Speed
Skating Championships 2014 will be held in accordance with the 2012 Regulations of the
International Skating Union (ISU) and relevant ISU Communications, in particular ISU
Communication No. 1810.
Participation in this Competition is open to skaters who belong to an ISU Member (Rule
130, paragraph 1) and who have met the qualification criteria according to Rule 208 and
ISU Communication No. 1810.

Note: This regional qualifying competition (RQ) will be held in conjunction with a regional
competition in ISU Junior World Cup 2013/3014 (JWC) and with the Asian Single
Distances Speed Skating Competition 2014 (SD). The time schedules for these
competitions will be coordinated accordingly, as indicated above.

---TRACK---
  A standard speed skating track of 400 meters to the lap laid out at the Tomakomai
Highland Sports Center, an artificially frozen outdoor skating rink in Tomakomai City. The
radii of the inner and outer competition lanes are 26 and 30 meters, respectively. The
width of the inside training lane is 4 meters.

---ENTRY QUOTAS---
  The entry Quotas (maximum number of entries per distance) for this competition are determined according to Rule 208, paragraph 5c, see also ISU Communication No.

  All other ISU Members concerned may enter one (1) Skater per category.
Each ISU Member may enter substitutes corresponding with the number of ordinary
entries.
However, in accordance with Rule 208, paragraph 5c, at the request of the Organizer, the
above entry quotas may be increased with maximum 2 Competitors per category. In any
case, only the 4 best Skaters per Member will count in the determination of entry quotas
for the World Allround Championships.
All entries are subject to achieved qualifying times as defined in ISU Communication No.
1810, paragraph 2.1 b).

---ENTRIES---
  Entries must be made only through the respective ISU Members using the official ISU
entry forms (Rule 131, paragraph 1) according to ISU Regulations and ISU
Communication No. 1810.

The Preliminary entry with the number of Competitors & substitutes and the number of coaches and other team staff, as well as provisional names of the Competitors and team leader must be communicated to the Organizing Committee at the latest by December
24, 2013 (See Rule 208, paragraph 8).

Final entries including the names of the Competitors and available substitutes, as well as
the names of the team leader, coaches and other team staff for whom an accreditation is required must reach the Organizing Committee by letter, fax or electronic mail at the
latest by 12:00 noon (local time) on January 8, 2014 (See Rule 208, paragraph 9).

Please note that for all persons entered by the Members the procedures regarding
the Declaration for Competitors and Officials (all team Officials requiring an
accreditation) entering ISU Events (Rule 131) as outlined in ISU Communication
Nos. 1628 and 1797 need to be strictly observed.

---CITIZENSHIP / RESIDENCE REQUIREMENTS AND CLEARANCE PROCEDURE---
  In accordance with Rule 109 of the ISU Regulations and ISU Communication No. 1420,
all skaters who do not have the nationality of the Member by which they have been
entered or who, although having such nationality, have in the past represented another
Member, must produce an ISU Clearance Certificate.

---GROUPING AND DRAWING PROCEDURES---
  The order of distances, the grouping of skaters, the drawing and arrangement of pairs,
and the qualification for the last distance shall be made according to the same rules as for
the ISU World Allround Speed Skating Championships (Rule 239, Rule 240 and Rule
245).

---RESULTS AND PRIZES---
  The winners of this regional qualifying competition are the skaters who have completed
all distances and have obtained the lowest total points (Rule 265).
The winners will be awarded gold medal, the skaters ranked second and third will be
awarded silver and bronze medals, respectively.
The 5 best Ladies and 3 best Men in the final classification after 4 distances will
determine the entry quotas for Asian Members in the Essent ISU World Allround
Championships 2014.

---DOPING CONTROL---
 

Anti-Doping tests will be carried out in accordance with the valid ISU Anti-Doping Code
(ISU Communications No. 1693, 1694, 1765 and1800 or any further updates of these Communications).


---LIABILITY---
 

In accordance with Rule 119 of the ISU General Regulations, the ISU, Japan Skating
Federation and the Organizing Committee assume no responsibility for or liability with
respect to bodily or personal injury or property damage incurred in connection with this
regional qualifying competition. Each Member is solely responsible for providing
insurance coverage thereto.


---TRAINING TIMES---
 

The speed skating track will be open for training for entered competitors from Thursday,
January 9, 2014. Trial starts will be organized on Friday, January 10, 2014. Only
accredited Competitors, substitutes and team officials will be allowed to enter the ice rink
during the official training hours.


---BOARD AND LODGING---
 

According to previous practice and based on the tradition that the responsibility for
hosting this qualifying event is rotating among Asian Speed Skating Members, every
participating Member will cover themselves all their expenses for board and lodging for
the members of their teams. The cost of the official hotel is as follows:

Single bed room (per person per night): 8,500JPY (with breakfast, including tax)
Twin bed room (per person per night): 7,500JPY (with breakfast, including tax)

*Payment: Cash; in JP¥, or Credit card; VISA, Master, Diners Club, American Express
Note: Hotel requirements must be communicated to the Organizing Committee as soon
as possible, but not later than Wednesday, December 4, 2013.

---TRANSPORTATION---
  The Organizing Committee will arrange transportation between New Chitose (Sapporo)
International Airport and the official hotel on Wednesday, January 8, and transportation to
the airport on Monday, January 13, 2014.
The Organizing Committee will also provide transportation between the official hotel and
the ice rink from Thursday, January 9, 2014.
The Organizing Committee must be informed about the date and time of arrival and
departure (incl. flight details) of the Competitors and team officials as soon as possible,
but at the latest by Wednesday, December 4, 2013.

---VISA REQUIREMENTS---
  A visitor visa may be required for participants and team officials. Please contact the
Organizing Committee, via the contact information below if you need an invitation letter
for the visa. For the invitation letter please submit the following information:

*Country/Federation, Dates, Names, Birthdates and Passport Numbers

Please submit all these information to the Organizing Committee as soon as possible, in
order to have the necessary visas completed in due time.
